The Town of Gibsons’ Corporate Administration and Legislative Services Department navigated a busy third quarter, with staffing transitions, legal reviews, and emergency preparedness training topping the agenda.
Chief administrative officer Emanuel Machado presented the report to council members at the Oct. 21 committee of the whole.
Machado supported the reorganization of the Infrastructure Services Department and temporarily filled the manager of operations role during the transition.
During Q3, Director Rebecca Anderson oversaw bylaw drafting, contract negotiations and freedom of information requests.
Staff have been working on a new Delegation of Authority Bylaw and assessed expired legislation, including the Riparian Area Property Tax Exemption Bylaw.
Legal and administrative support this quarter focused on the Christensen Lands housing project, the Stonehurst heritage agreement, and multiple encroachment files.
Incidents of abusive behaviour towards front-desk staff were also addressed, which saw security cameras installed, while further safety measures are being considered.
Emergency preparedness was also a main focus this quarter; staff participated in a two-day Emergency Operations Centre training funded by a $40,000 grant.
The training included scenario-based exercises with regional partners, including the Squamish Nation and SCRD.
Communications coordinator Bronwyn Kent launched the town’s updated website and supported public outreach for Fire Prevention Week, the OCP engagement process, and the Persephone restoration campaign, which has raised $11,000 in donations.
Council expenses for Q3 totalled $4,155.51.
